Human Talent Unit Procedures
Important
It is the responsibility of the staff who leave the institution, to generate the backups of their institutional email and the information stored on the Google/OneDrive platform, within 15 days of the notification of departure from the institution, otherwise the Institution disclaims all responsibility for loss of the information stored in their institutional account.
The outgoing public servant has the possibility of requesting the activation of institutional systems for a short period of time by sending an official letter addressed to the Director of Human Talent requesting access and sending it to the causuario@espe.edu.ec email.
Any request for information or resolution of doubts must be sent only to the email nomina@espe.edu.ec, uth-gestion@espe.edu.ec, in order to have the corresponding support.

Requirements for retirements of public services and workers
- Every public servant or worker, on a mandatory basis, must take retirement when he or she has reached 70 years of age.
- Public servants and workers who have reached the age of 60 and have made a minimum of 360 contributions may voluntarily take advantage of ordinary old-age retirement when they deem it appropriate until they reach the age of 70, when retirement is mandatory. In this case, you must submit the respective request, until April of the current year if you wish to leave in that year, the applications that are received from the month of April will be considered for the following fiscal year.
- Public servants and workers who have made 480 contributions, with no age limit, may voluntarily take advantage of ordinary retirement due to old age when they deem it appropriate until they reach the age of 70 when retirement is mandatory, within the aforementioned periods.
- In order to have adequate administrative and financial planning, the Human Talent Unit will summon those interested in taking voluntary retirement in the previous fiscal year.

Forms and provisions for the payment of overtime and overtime
In order to request the payment of overtime and overtime, only valid for LOSEP and CT personnel, the procedure must be as follows:
The Director of the requesting Unit will make a request addressed to the Administrative Vice-Rector’s Office, requesting authorization to work extra and/or extraordinary time, until the 20th day of the month prior to making said schedules, it is important to indicate the following enabling documents that will be attached to the application:
- A report of need signed by the Director of the requesting Unit, in which it is justified that the activities and/or work cannot be carried out during the ordinary working day, and the activities to be carried out are detailed.

Affidavit
In reference to agreement No. 005-CG-2019 in which it is explained that all public servant personnel must make the electronic sworn statement of assets both at the time of entry, end and update.
The public servant is responsible for all the information recorded in the system; If it is incomplete or has errors, a new declaration may be made.
All servers must print and sign the Certificate of Granting of the Electronic Sworn Statement of Assets and submit to the Human Talent Unit for registration and verification, if there are errors in them, the Human Talent Unit will contact the declarant so that within eight days they can correct the errors found.
This sworn statement will be made periodically every two years

Integrated Health System Care Policies
The Integrated Health System of the University of the Armed Forces ESPE currently has the following medical services:
- General Medicine and Nursing Service
- Dentistry Service
- Clinical Laboratory Service
- Collection Service
- Physiotherapy Service
- Occupational Medicine
The purpose of the Integrated Health System S.I.S. is to provide care to the members of the University Community, with its priority being the STUDENTS, personnel of PUBLIC SERVANTS including TEACHERS.
Regarding the charge in the medical consultation, it is free, but the other medical services that the patient requires do have a cost.
Military personnel in active service, both managers and students who are in the institution, are charged for their care through the ISSFA System.
After priority attention, care is provided to ISSFA dependents, that is, relatives of military personnel (children and wives of military personnel in active and passive service). The collection of these patients who meet the requirements established by the ISSFA is made and collected through the ISSFA system.
And finally, attention is given to PRIVATE persons, who request any medical service, as long as there is the available personnel and the necessary supplies in each of the areas, this making the respective payment by the private patient

Considering that the University of the Armed Forces ESPE is regulated by different agencies, such as: CES, CACES, SENESCYT, Comptroller General of the State, Ministry of Labor, among others, in order to comply with all the rules and provisions that govern us; the Rector Edgar Pazmiño Orellana with Military Message No. 018-ESPE-d1-m-0128 has ordered that documentation specified in this link must be delivered every time passes and transfers of military personnel to this Institution of Higher Education occur.
